...Henry W. Speeth will discuss functions of our County Commissioners and explain the inter-relationships of County and Municipalities. Mr. Speeth is also a native Clevelander...a lawyer who represented the Fifth Ward as Councilman for eight years. He was appointed County Commissioner in 1949 and has been re-elected each time since. During his service, tuberculosis has been brought under control, the jailing of people suspected of mental illness has been discontinued, and a positive program of helping the aged and those with chronic illness has been implemented. Mr Speeth was one of ten U.S. government officials who studied local government in West Germany for thirty days in 1954
